While the pixel sizes are the same, the description of each pixel creates size. So when there are a lot of the same colour or shape then the description can be less extensive.
In order to maximise this for a photo shoot that required low file sizes you would decrease distractions in the background and keep things simple.
For a car logo web design a lot of good web designs have the same colour background as the car. A more detailed and larger image would include the car in the street with a busy background.
